Whenever in this Act a section or other provision of the Communications Act of 1934 (47 U.S.C. 151 et seq.) is expressed in terms of section 3 of the Communications Act of 1934 (47 U.S.C. 153), each telecommunications carrier has the duty: to prohibit, and not to impose unreasonable or discriminatory conditions or limitations on, the resale of its telecommunications services for the transmission and routing of telephone exchange service and exchange access, except as otherwise expressly provided.
